Rhode Island is the smallest Island in U.S. state, comes into view that it carefully changes the concept of marriage equality in comparison to its New England neighbors. Even though being enclosed by four states that have now legalized same-sex marriage, with New Hampshire potentially on the way this week, Rhode Island may not move on the issue in anticipation of at least 2011, reports the Associated Press. 

In 2007, the same sex marriage was not allowed by the Supreme Court as the court refused to accept the divorce to a lesbian couple who had married in Massachusetts.  However the marriage-equality legislation has yet to make it to a floor vote in the house or senate, where Democratic leaders go up against marriage equality and the bill would need the votes to pass. Even if it passed, Republican governor Don Carcieri would probably decline the legislation.  But for social marriage, some vital documents are needed to accomplish the Marriage Law in Rhode Island.  Proof of birth is the most vital for marriage, if possible in the form of certified copies of both the bride and groom's birth certificates. For persons born outside the United States who cannot achieve a birth record, a passport or alien card is acceptable.   It is obligatory to collect marriage license from the City or Town Clerk of the bride’s residence if the bride is a civilian of Rhode Island. If bride is not the civilian of Rhode Island then the license would be collected from groom’s residence.  If neither the bride nor the groom is a resident of Rhode Island, the marriage license must be obtained at the City or Town Clerk's Office where the ceremony is to take place.
